В статье рассматриваются проблемы осуществления государственной политики в Краснодарском крае. Так как сфера туризма в крае является одной из перспективных, она была взята для примера. Для решения выявленных проблем в сфере туризма наиболее эффективными и действенными инструментами развития являются программно-целевой метод и механизмы государственно-частного партнерства, так как природные ресурсы и культурное наследие не могут рассматриваться в качестве единственного и достаточного условия для успешного развития туризма в регионе. Далее идет обоснование формирования механизма партнерских отношений в сфере инвестиционных проектов, что благоприятно скажется на развитии туристской деятельности малых и средних городов Краснодарского края.

To solve the identified problems in the field of tourism, the most effective and efficient development tools are the program-target method and mechanisms of public-private partnership, as natural resources and cultural heritage can not be considered as the only and sufficient conditions for the successful development of tourism in the region. Next is the rationale for the formation of a mechanism of partnership in the field of investment projects, which will have a positive impact on the development of tourism activities of small and medium-sized cities of Krasnodar region.
