The author presents the results of analysis with the aim of revealing the grounds of expanded reproduction of human capital in the agrarian sector; defines the internal and external conditions for human capital development of; formulates principles of human capital functioning, i.e. complexity, integrity, equilibrium and proportionality; defines tendencies of human capital development in the agrarian sphere, and in particular, reveals negative tendency in dynamics of age distribution of the rural population of the Russian Federation; points out a decrease of working-age population and an increase in pre-retirement and retirement-age people, which coupled with a decrease in under working-age population may indicate a potential imbalance in the supply of labor in the future and, consequently, labor shortage in certain time intervals in the sectors of agriculture.
