DEVELOPMENT OF SMALL BUSINESS IN THE RURAL AS A BASIS FOR DEVELOPMENT OF RURAL TERRITORIES

Abstract (English):
Over the past decades, the agrarian and scientific community has been worried about the state of the Russian countryside, its “disappearance” from the map of Russia. The development of rural areas is designated as a priority direction of the state's economic policy, and the development of small forms of business is becoming the fulcrum of rural areas. Peasant (farm) farms play a significant role in the development of modern agribusiness, they are taking the leading positions in the production of grain, potatoes and vegetables. To ensure their activities, the state creates separate support systems in the form of grants, subsidies and land allocation. The Novgorod region is no exception, regional support programs allow farms to master new technologies, develop family livestock farms, increase the number of cattle, and master the subsequent processing of agricultural products. The actions of the regional authorities are primarily aimed at reducing migration processes, improving infrastructure facilities, increasing the employment level of the rural population and increasing their real incomes. Today we see the high importance of farming for the development of rural areas and the agricultural sector of the region. Positive experience once again confirms the need to further support the initiatives of the rural population in increasing agricultural land, creating industrial infrastructure, developing cooperation, and forming government orders. For this, first of all, state support is needed, the introduction of innovative transformations, the infusion of private investments and concrete actions of the regional authorities.
