Abstract (English):
Recently, great importance has been paid to the food security of the country and the self-sufficiency of the regions with domestic products. The purpose of the work is to identify the effectiveness of the implementation of the regional law «On ensuring food security of the Sverdlovsk region» in the context of the Food Security Doctrine of the Russian Federation. The scientific novelty of the study is associated with an in-depth analysis of food security on the basis of legal regulation of the subject of the Russian Federation. The research was conducted in the Sverdlovsk region. The article uses statistical data of the regional level. To summarize the results of the study, the methods of analysis and synthesis and the method of forecasting were used. The method of legal analysis is used in the authors' proposals to improve the legislative framework for the effective functioning and development of modern agriculture on issues of food security and self-sufficiency of the region with domestic products. The main role in ensuring food security belongs to the regions of the country, since it is in the regions that safe products are produced not only for the needs of one region, but also for federal districts, if conditions are created in the region for the production of domestic agricultural products. Such conditions are the availability of a raw material base of food resources, the formation of necessary stocks and reserves of food. Ensuring the monitoring of the state of food security on the territory of each subject of the country. If there is economic opportunity and physical accessibility, it is important that food is produced by domestic agricultural producers with a minimum share of imports. This will guarantee food independence, and the processes of ensuring the quality and safety of domestic agricultural products, raw materials and food can be managed.
