The first step towards creating conditions for the technological transition of urban ecosystems should be a significant improvement in the legal regulation of testing innovative technologies in the urban environment and a gradual transition to a centralized smart city model. At the same time, the most productive at the initial stage is the use of a special legislative and institutional regulator aimed at stimulating the introduction of appropriate technological solutions. The practical significance lies in the fact that the study was carried out on a real object, and the developed proposals for adjusting the strategic planning and improving the urban environment of Tyumen based on the testing of Smart City technologies will create the most developed, safe and comfortable urban development environment for urban land use.
