ENSURING THE PROTECTION AND COMPENSATION OF ENVIRONMENTAL DAMAGE IN THE TERRITORIES OF TRADITIONAL NATURE USE

Abstract (English):
The article deals with issues related to the implementation of a set of measures for the reclamation of land provided for the construction of facilities for the development of oil and gas fields at the end of their operational life. The lands of traditional nature use are a source of livelihood for the indigenous small-numbered peoples of the North (KMNS), their "feeding landscape", providing traditional economic activities, the income from which is their only financial source. This is a centuries-old principle of life and nature management. At the same time, the same territory is used by the KMNS as deer pastures, fishing grounds (hunting and fishing, gathering wild plants) and is provided to subsoil users. The Purovsky District of the Yamalo-Nenets Autonomous Okrug is the basis of the country's gas production industry: more than 80% of its area is occupied by licensed plots, which leads to significant and even irreparable changes in natural landscapes [1]. Land reclamation is necessary both for the restoration of disturbed lands, and in order to ensure their protection, reduce anthropogenic risks, minimize damage to traditional economic activities, including to ensure the food stability of the country. This leads to the research of reclamation measures in the territories of traditional nature use of the KMNS.
