The general goal of any municipality (municipal district, urban and rural settlement, urban and municipal district) is to ensure sustainable and balanced development. The municipal territory should not be in stagnation, it should develop. However, the boundaries of settlements cannot be expanded at the expense of lands of other categories, therefore, today local administrative structures are faced with the issues of resettlement from emergency housing stock, construction of residential buildings. This article analyzes the legislative regulation of the resettlement of citizens from emergency housing stock. In the course of the study, practical issues were considered on the example of the urban district of the city of Tyumen. The result was the conclusions and proposals on the resettlement of citizens from the dilapidated housing stock.
