The article considers the approach to determining the criterion for the development of a spatial-territorial system using a "land management model". The criterion is formed by land management methods based on the ratio of capitalization coefficients of individual components of the model, both for agricultural lands and for developed lands. The development criterion reflects a harmoniously structured land use system and corresponds to the value of the World Evolutionary Constant 0.41789734263. This criterion can be used as a reference value for the stable state of territories. The research is scientific in nature, relevant and has practical significance. The research results can be applied in further scientific works and curricula in land management disciplines.
