To ensure a high level of social efficiency, it is necessary to implement comprehensive measures aimed at ensuring the availability and quality of social services, developing economic security and protection, supporting entrepreneurship and innovation. The socio-economic development of a subject largely depends on the level of social efficiency, as it directly affects the quality of life of the population and the sustainability of the economic potential of the subject. To determine the integral indicator, it is important to take into account the weight of various aspects. Measurable, accessible, comparable and reliable indicators are necessary to comprehensively reflect the functioning of territorial systems. To assess the effectiveness of socio-economic development of rural areas, it is a system of indicators that is needed, since it is impossible to judge by one criterion, and, accordingly, to make a competent management decision. We have considered in more detail the problems of the development of the Khleven district and priority directions of development are proposed. In the socio-economic development of the district, 4 groups of main problems were identified: economic, social, environmental and infrastructural. To solve the presented socio – economic problems, we conducted a SWAT analysis. It is one of the most common analytical methods that allows you to comprehensively assess the strengths and weaknesses of a company, as well as the opportunities and threats affecting it.
