INSTITUTIONAL ASPECTS OF STATE SUPPORT FOR EXPORTS OF THE RUSSIAN AGRIBUSINESS INDUSTRY

Abstract (English):
This article presents a comprehensive study of the activities of foreign trade missions of the Ministry of Industry and Trade of the Russian Federation in the context of supporting agricultural exports to international markets. It examines strategic mechanisms, practical tools, and specific cases of interaction between trade missions and businesses, the Russian Export Center (REC), regional authorities, and foreign partners. Particular attention is paid to an analysis of key export destinations—China, India, the Middle East, and Asia—as well as the specifics of supporting agricultural industries: meat, dairy, grain, and processed products. The study reveals a transition from the passive information function of trade missions to an active, project-oriented model, including the coordination of logistics solutions (e.g., the "Meat Shuttle"), the organization of large-scale exhibitions and fairs, and seminars for exporters. The article analyzes the new operating model of foreign trade missions after their transfer to the Ministry of Industry and Trade, identifies structural changes, and assesses their impact on the effectiveness of agricultural exports. A conceptual model of "export support" is proposed, in which trade missions act not as diplomatic institutions but as "export managers," combining the functions of lobbyist, logistics coordinator, marketer, and consultant. The results demonstrate that the Ministry of Industry and Trade's modern trade missions have become a key element of the agricultural export support system, facilitating not only growth but also the structural modernization of Russian agricultural exports—from raw materials to processed, branded, and logistically adapted products. The findings can be used to improve government export policy, develop new SME support tools, and formulate strategies for entering new markets.
