Assessment of the efficiency of potato growing placement in the Sverdlovsk region

Abstract:
In recent years, state agricultural policy has increasingly focused on strengthening the country's food security by reducing dependence on imported agricultural products. One important area of this work is improving the efficiency of potato production and ensuring full supply of this product to the population of the Russian Federation and its individual regions. In this regard, it is important to study the experience of potato development and its deployment in the Sverdlovsk Region. This research aims to assess the efficiency of potato production in the Sverdlovsk Region and offer recommendations for its sustainable development. The study is based on an analysis of the production and financial performance of agricultural organizations in the Sverdlovsk Region for 2020-2024, as well as data from agricultural departments subordinate to the Ministry of Agriculture and Food of the Sverdlovsk Region. The specific location of potato production in the Talitsky District ensures a high return on investment (ROI) for the industry – 1.57%. The Krasnoufimsky District, thanks to the narrow specialization of small farms, achieves higher potato yields, thereby ensuring the stable development of the industry. The influence of individual factors providing competitive advantages has led to proximity to the sales market, taking into account favorable natural and climatic conditions for production. Market segmentation has occurred, allowing each of the districts to gain competitive advantages. Positive factors strengthening the position of individual districts include their location in rural areas (labor force availability). Based on the conducted analysis, it is proposed to create clusters in the Beloyarsky, Krasnoufimsky, Talitsky, and Tugulymsky districts to stimulate potato production through state support. The proposed recommendations will improve the efficiency of potato production and lead to improved food security in the region and the country as a whole.
