Agricultural development of the Penza region in the system of food independence

Abstract:
This research paper presents the results of study of condition and development of agriculture in the Penza region as a basis for the region’s self-sufficiency of major food products. Due to the contribution of the regions that have the necessary resources for food production, there is physical and economic availability of the relevant quality and the required quantity of food products, there is also the increase of the sustainability and stability of the agricultural sector on a national scale. Therefore, the development of regional agriculture is the most important priority of food independence and food security of the country. The research analyzed the internal regional capacity to provide the population with the major food products, assessed the level of self-sufficiency of the region towards the threshold values of the Food Security Doctrine, and compared it with the indicators of the Volga Federal District and the Russian Federation on the whole. For a number of commodity items, the Penza region demonstrates excess production and export potential. Based on correlation and regression analysis, the influence of the size of agricultural land, labor productivity and invested capital on the indicator of gross agricultural output per capita in the Penza region was determined. The most significant impact in terms of absolute values of the growth of the performance indicator included in the model was the impact of the area of agricultural land, which amounted to 153,119.3 rubles. The productivity improvement in agriculture and the growth of investment in the main capital increase the value of the performance indicator by 9.4 rubles and 0.6 rubles, respectively. Based on an analysis of the current condition of agriculture in the region, the conclusions are formulated and the measures are proposed for the further development of the agricultural sector according to the technological and biotechnological advancement in the context of food independence.
