Food independence and economic security are based on the intensification of the development of livestock and crop production industries. In the process of strategic changes at the enterprises of the agricultural sector of the economy, the formation and implementation of the motivational mechanism of personnel is important. Some graph models have been used as a methodological apparatus. In these models a system of model equations is allocated as constraints. The graph model has been developed in a generalized form; it can be used at the sectoral and regional levels, as well as for a separate organization. As an example, the analytical data of some enterprises of the agricultural sector of the Remontnensky district, Rostov region, have been used. The graph of relations of the system of restrictions for determining the socio-economic efficiency of the implementation of the motivational mechanism of personnel is represented by three main indicators of efficiency - labor productivity, labor profitability and salary. Based on the Strategy of socio-economic development of Rostov region for the period of up to 2030, we propose three scenarios for the development of the agro-industrial sector of the region: optimistic, basic and pessimistic. According to the optimistic scenario, the indicators characterizing the efficiency of labor in the implementation of the motivational mechanism significantly increase. By 2023 labor productivity will have increased by 69.6%, labor profitability by 124.1%, salary output by 62.2%. The baseline scenario demonstrates a moderate increase in indicators: labor productivity will increase by 24.0%, labor profitability by 41.4%, salary output by 41.8%. The pessimistic scenario shows a reduction in the indicators characterizing labor efficiency: labor productivity decreased by 22.0%, labor profitability by 44.8%, wage productivity by 3.1%. The most promising is an optimistic scenario aimed at the innovative development of livestock and crop production industries, the growth of socio-economic indicators of their functioning.
