According to the Land Code of the Russian Federation, Article 105 defines the types of zones with special conditions for the use of territories, there are currently 28 of them. In the course of the research, zones with special conditions for the use of the territory of the Kalinin Autonomous District were established. Project proposals for the most efficient and rational use of the territory of the Kalinin Autonomous Okrug of the city of Tyumen are proposed. To develop a planning project for a residential quarter, it was necessary to consider the urban planning regulations of the territorial zone, which will include residential development. Urban planning regulations are defined in relation to land plots and capital construction facilities located within the respective territorial zones established by the urban zoning map of the city of Tyumen. The urban planning organization of the territory was studied in the work. The largest area of the territorial zones of the Kalinin Autonomous District is occupied by a residential zone – 27% of the total area of the territory. As a result, it was revealed that housing construction is a promising development of the territory of the Kalinin Autonomous District. The most suitable area for construction is «Novoroshchinsky». The planning area has a low population density – less than 5 people per hectare. Advantages of the development direction: proximity to the territory of the Roschino airport, the presence of a territorial reserve.
