MONITORING AND EVALUATION OF THE STRATEGIC PLAN FOR THE SPATIAL DEVELOPMENT OF A REGIONAL AGGLOMERATION

Abstract (English):
In the article, the authors substantiated that when forming a system for monitoring and assessing the spatial development of a regional agglomeration, the list of indicators should be based on data that is already being collected and characterizes the implementation of all the goals of the spatial development strategy. Monitoring is planned using existing organizational structures. Reports on monitoring the implementation of the spatial development strategy of a regional agglomeration should be prepared regularly over a certain period of time. The same organizational structure or person should not simultaneously implement and evaluate the results of the implementation of the spatial development strategy of a regional agglomeration. Monitoring reports should be carried out by structures that are not responsible for the implementation of the strategy. The immutability of monitoring indicators is related to the need to ensure continuity and comparability of results. Each indicator of the implementation of the spatial development strategy of a regional agglomeration should be evaluated in accordance with a predetermined algorithm and methodology with a description of each of the indicators and the recommended method of their assessment. Some indicators of the implementation of the spatial development strategy of a regional agglomeration require determining the quantitative level of change. This will provide an opportunity to assess the success of the implementation of the set strategic targets.
