The article examines the development of public procurement management as a direction for ensuring the effective functioning of the public sector and increasing transparency of budget expenditures. Particular attention is paid to the changes introduced in 2022 under Federal Law No. 44-FZ, as well as their impact on the procurement process. The existing problems are analyzed, including limited competition, bureaucratic barriers and corruption risks, which negatively affect the effectiveness of procurement procedures. Simplification of the terms and conditions for bidding, including reducing the number of documents and simplifying procedures, is considered as a priority measure to increase the openness and accessibility of the system. The need to introduce modern technologies and control mechanisms that can ensure transparency and reduce the likelihood of corruption is emphasized. The expected results of the proposed changes will be an improvement in the quality of goods and services, and a reduction in budget spending.
