The article presents the results of research on the development of a mechanism for the environmental and economic assessment of lease relations in the country's forest territories. The environmental and economic assessment of land is aimed at solving a range of tasks: determining environmental and economic damage, identifying promising investment areas through the effective use of economic instruments, and developing a long-term strategy for lease relations. It is necessary to create comprehensive, scientifically proven, and practical mechanisms for the environmental and economic assessment of lease relations in the forest fund, which will consist of: 1. Collecting factual information about the territory, including economic aspects (rental costs, expected profits), assessments of the value of land under environmental impact, statistics on the levels of environmental factors, data on accidents at neighboring facilities, information on transport accessibility, and expert forecasts of the likelihood of incidents. 2. Identifying potential environmental risks. 3. Separating the factors of environmental hazard. 4. Comparing the calculated environmental safety factor with expert assessments in the field. 5. Rent of a land (forest) plot, depending on the size of the land rent of the corresponding forest area. 6. The possibility of obtaining higher, but real, land rent for the territories through land tax and rent in the case of an increase in the value of land in relation to the forest fund. 7. Involving the right of long-term lease in civil circulation and creating a market for the right of lease on this basis, introducing lease with assignment, pledge of the right of lease, inclusion of this right to land plots in authorized funds, the need to include the right of lease in the balance sheets as an important asset for development, as well as in state statistical reporting. 8. Training modern specialists working in government agencies who will be responsible and competent in addressing issues related to the real market value of land and the real rental income from it.
