The author of the article identified and analyzed the current problems of legal regulation of agricultural land turnover in the Russian Federation in 2025. The following problems are considered: the massive availability of unclaimed land shares; large-scale misuse of arable land; the economic and environmental consequences of these phenomena; systemic contradictions and gaps in legislation; difficulties in implementing the pre-emptive right to purchase; legal risks generated by restrictions for foreign investors. In the final part of the article, a brief overview was given of promising government initiatives to improve the legal regulation of agricultural land turnover, such as digitalization processes (EFCS, EFIS ZSN) and the development of economic incentives for bona fide land users.
