Substantiation of strategic priorities for the technological development of dairy industry enterprises based on factor ranking

Abstract:
The rationale for strategic development priorities for dairy processing enterprises at the regional level is determined by a number of factors affecting social, economic, digital, production, and other aspects. At the same time, the use of modern technologies is becoming an inevitable condition for improving the efficiency of business processes, from the supply of raw materials to the delivery of finished dairy products to consumers. This requires studying the state and behavior of multiple factors influencing technological change. Therefore, there is a need for a methodology for studying these factors and quantifying them in order to identify the highest priority ones from the totality under consideration, thereby focusing the efforts of enterprise management and accumulating opportunities for growth in the dairy industry over specific development timeframes. This was the objective of this research. This paper analyzes current problems affecting the functioning of the domestic dairy industry and trends in technological development, and structures qualitative parameters that allow one to assess the level of technological development in the dairy industry. A methodology for ranking the factors determining the level of technological development in the industry was tested using graph theory. The research results supported the identification of nine key groups of factors shaping the contours of the dairy industry's technological development, based on the author's interpretation of the term "level of technological development in the dairy industry." Barriers to the industry's technological independence were also identified. The practical significance of the study lies in its application to improving dairy industry strategies, selecting strategic development alternatives, and developing targeted tools for influencing business process improvement roadmaps.
