The article examines the processes of human resource development of the agro-industrial complex in the context of technological modernization of agriculture. The purpose of the study is to identify the factors of reproduction of the human capital of the agro-industrial complex, analyze the current state of human resources in agriculture and develop a model of innovative expanded reproduction of human capital. The systematization of the factors of human capital reproduction, grouped into socio-economic, educational, industrial, technological, state-institutional, demographic and natural-climatic blocks, has been carried out. The analysis of the dynamics of staffing, educational characteristics, as well as indicators of digitalization and infrastructural conditions for the reproduction of human capital is carried out. It has been revealed that against the background of rising wages, increasing digitalization of agricultural organizations and the development of rural infrastructure, negative trends remain associated with a decrease in the number of qualified workers, a deterioration in the age structure of personnel and an insufficient level of consolidation of young professionals in rural areas. It has been established that the quantitative reproduction of labor resources does not ensure the formation of human resources that meet the requirements of high-tech agricultural production. The study substantiates the author's model of innovative extended reproduction of the human capital of the agro-industrial complex, presented as an open multi-contour system, including extensive and innovative reproduction loops. A special feature of the model is the integration of continuous professional development, digital competencies, the organizational and economic mechanism of interaction between the state, education and agribusiness, as well as the system of human resource development at the micro, meso and macro levels. The author's model is focused on overcoming the innovation pause, synchronizing the processes of technological modernization of agriculture with the development of the intellectual potential of workers and ensuring the sustainable development of the agro-industrial complex.
