The system of land payments in Kazakhstan underwent some changes due to the fact that the Land code of the Republic of Kazakhstan adopted in June 2003 taking into account amendments of the President, raised to a new, higher level of land relations in the agrarian sector of the country. Although there has been some progress in land reform, the establishment and improvement of land relations and land legislation had some flaws, difficulties and shortcomings. Kazakhstan's transition to a market economy, which is based on a deep transformation of property relations, led to a qualitative change in management of economic processes, the main instrument of which was a system of paid land use, replacing methods of administrative interference in the financial and economic activities of enterprises.
